How the estimate is built
Each work package carries a baseline effort for a typical moderate-complexity product. Selecting a package adds its baseline hours, scaled by your complexity factor (0.7× simple to 2× highly regulated). Project management is modeled as 15% of the other selected work, the way coordination effort actually scales with scope.
Duration is total hours ÷ weekly capacity, rounded up. The fee estimate is hours × blended rate; the upper figure adds your contingency for scope risk and discovery. Treat the output as a planning-grade order of magnitude — a real proposal is sized to your specific drawings, tests, and suppliers, not a checklist.
